Private Offering Phone Numbers

Last updated: October 15, 2026

This guide explains what Private Offering phone numbers are, which countries' phone numbers are only available via Private Offering, and how to request them for use in the Nooks Dialer.

Applies To: Users with an International add-on seat.

Overview

Nooks enables users with an International seat to provision phone numbers from countries and territories across the world, which they can then use to place calls. Some of these countries are classed as Private Offering countries by our third-party VoIP provider, Twilio.

Private Offering phone numbers are numbers that are available in select countries but cannot be provisioned through the standard, self-service phone number creation process. Instead, they must be requested through a separate provisioning process in which a local telecom provider releases phone numbers to your Workspace on request only.

Before you can obtain phone numbers from a Private Offering country, your Workspace must have an approved Regulatory Bundle for the country. A Regulatory Bundle is a package of business information—business name, proof of address, identity documents, and other regulatory information—submitted through Twilio that many countries’ regulatory agencies require before they will issue you a phone number. Exact requirements vary by country and number type.

Once Private Offering phone numbers are provisioned for your Workspace, users can use them in the same capacity as any other U.S., Canada, or international number.

How to Provision Private Offering Phone Numbers

Due to local regulations in Private Offering countries, Private Offering phone numbers cannot be created on demand from Nooks. To provision a Private Offering number:

  1. Submit and receive approval on a Regulatory Bundle for the target country if you have not done so already. Only one Regulatory Bundle needs to be submitted per country per Workspace.

  2. Once your Regulatory Bundle has been approved, contact your Nooks representative or Nooks Support to request a batch of Private Offering numbers. Please include an estimate of how many you need.

  3. Nooks works with Twilio to get the numbers from a local telecom provider.

  4. When the request is fulfilled, Nooks automatically adds the numbers to your Workspace’s shared, unassigned number pool.

  5. End-users can immediately assign themselves one of these numbers (claiming it from the shared pool) through the standard phone number creation process in the Nooks. See these instructions for a step-by-step walkthrough.

  6. Request additional Private Offering phone numbers as you run low.

Turnaround Window for Private Offering Number Requests

Provisioning Private Offering numbers typically takes longer than it does for standard (U.S. and international) numbers because Twilio needs to work with a local telecom provider to review, approve, and fulfill the request.

The turnaround time for these requests varies by country. The standard delivery timeline for most countries is between 1 and 2 weeks from the time the request is received. However, the standard delivery time for some countries, such as Hong Kong, is closer to 3 to 4 weeks. Nooks will notify you as soon as your numbers are ready to use.

As a best practice, plan around these delivery windows when deciding when to submit a Private Offering request.

  • Request numbers in advance of your current supply running out, especially if you will be onboarding a group of users who need numbers from that country.

  • Request a couple numbers beyond your team’s immediate phone number assignment needs to support features like International Smart Presence in these countries and a rep needing to swap out their number should it become flagged as spam.

FAQs

Our Private Offering numbers were delivered, but reps still see "No available phone numbers." Why?

International Smart Presence may have claimed them for its pool. Smart Presence reserves Private Offering numbers it uses, so reps cannot assign those to themselves.

Reach out to Nooks Support or your Nooks account team to request additional Private Offering numbers from the country. When you request numbers, ask for enough to cover both your reps and the Smart Presence pool.

While your request is being processed, reps can dial with Smart Presence on to unblock themselves.

Can we request a specific Singapore prefix, such as +65 6 or +65 9?

Nooks offers Singapore National (Level 3) numbers only, which start with +65 3. Other prefixes are not supported at this time.

Can Workspace admins see which reps have claimed Private Offering phone numbers?

Not today. If reps run into an error when attempting to claim a number, assume your pool has run out and ask Nooks Support or your Nooks representative for more.
